Visa leaves per-transaction fee structure and introduces new scheme

Visa Inc announced its plans to introduce new fee scheme for US merchants. In a conference call with analysts Visa Chief Executive Joseph Saunders said the company would introduce a network participation fee in the United States for all of its debit, credit and prepaid card services.

Among other things in the new policy Visa will lower the variable rate charged for transactions.

The move comes in the wake of new fee structure that will take effect later this year under 2010 Dodd-Frank financial reform law.

Heartland will pay $2.4 M to class members surrered last year from data breach

Under the terms of the settlement, Heartland says it will pay a minimum of $1 million and up to a maximum of $2.4 million to class members who submit valid claims for losses as a result of the intrusion.

The payment processor says it will also shell out $1.5 million for the cost of notice to the settling class, and $0.76 million to cover legal fees.

Heartland has additionally agreed to submit the report of an independent expert on its plans to improve the security of its computer system since the announcement of the intrusion on January 20, 2009.

 This week Christopher Dodd, chairman of the Senate Banking Committee, released the letter that stated Bank of America won’t lift rates or make any changes in terms on consumer credit card accounts before the reform legislation comes into effect next year. Dodd urged other companies to follow BofA’s sample and freeze their rates.

At a town hall event at a New Mexico high school on Thursday Barack Obama called upon the U.S. Congress to pass a credit card bill by the end of May to ban unfair rate increases and end abusive penalties. On Thursday New York Attorney General Andrew Cuomo issued subpoenas to 14 debt settlement companies and one law firm on the grounds of predatory practices. In a statement Cuomo noted that some companies falsely represent they can reduce a consumer's credit card debt by as much as 75% through negotiations, take their fees upfront, and then keep the fees even when services are not provided.

The IRS has announced that taxpayers who used a credit or debit card to pay taxes last year may be eligible for an additional deduction on their 2008 return. 

It has also been announced that, although the fees vary, average 2.5% of the tax payment will be charged directly by the card payment processor to the taxpayer, as federal law blocks the IRS from paying fees associated with the transactions.
