The Top Up card allows people to control their spending,” noted the representative from PayPal.

The card can be reloaded with cash via such options as PayPal website, at a post office or by means of PayPal retailers. Customers can purchase the prepaid credit card on the PayPal website for £4.95. With the card consumers can shop online and by phone, as with other plastic payment cards.
