Collapse in debit-card system in Canada while growth in Brazil?
After having studied the credit and debit markets and their fees, the Standing Senate Committee on Banking, Trade and Commerce of Canada recommended an immediate action to be taken by the federal government in order to repair the country’s credit-card market, and to prevent the debit-card system from collapsing.
The report of the committee proposes doing nothing or regulating fees directly as the ways of improving the current situation in the credit-card and debit-card sectors. Furthermore, the report stipulates the establishment of an oversight board within the existing federal organization whose main responsibilities will be advising the government on any regulatory or legislative measures necessary "for ensuring fairness for participants in the credit-card and debit-card payment systems."
Some reforms have been introduced by Visa Canada Inc. and MasterCard Canada Inc., key players in the credit and debit-card sectors, into their fee systems which affected retailers negatively leaving no bargaining power over the fees paid to process credit-card transactions to them. This, however, has been denied by credit-card companies who told the committee that there were numerous options for retailers regarding the acceptance of credit cards from customers.  
The deadline for the oversight board to complete its work is December 31, 2009 until which the board is expected to introduce a code of conduct for practices in setting fees.
While the collapse of the debit-card system has been predicted in Canada, the growth of the credit and debit card market has been forecasted in Brazil by a top executive at Banco Bradesco. If in the year of 2008, credit card and debit card transactions equaled to 375 billion Brazilian reals (or $192 billion), in the year of 2009 the continuous growth of the trend is expected. "We aren't expecting the economy to falter in the second half of the year. We see a continuation of the current recovery," says Marcelo de Araujo Noronha, general director of Bradesco card business. 

Noronha says that clear signs of recovery are being shown by Brazil's economy which is the result of three-month hardworking. He further added that more and more Brazilians were turning to credit cards as the network of outlets grew. Noronha also noted that banks were cautious after an economic slowdown which led credit card defaults to rise in the first four months of 2009.
