Constance Ladell, director of legal services for the British Columbia Lottery, believes that their problem comes from the south of the border and UIGEA. As she says they are caught up and suffered from UIGEA and payment industry’s risk-averse nature.

Constance Ladell is frustrated with the fact that neither US nor Canadian authorities even haven’t tried to license and regulate online gaming.
