Are Switzerland and Liechtenstein in the tax havens blacklist?
Switzerland was one of the countries who declared willingness to cooperate on rooting out tax cheats and Liechtenstein also stated it had already started negotiating with British officials and was ready to implement the new standards.

The new guidelines were output as part of the campaign run by the United States, Germany, France and Britain. The campaign was aimed at decreasing the negative effects of tax evaders hiding their money abroad. 

Countries that would not follow the guidelines were warned to be blacklisted on a new register of uncooperative tax havens published by the Organization for Economic Cooperation and Development (OECD) with the request of the G-20. However, the two countries were still left in a gray area.

Although the Swiss Cabinet had decided to accept international standards in cooperating with other countries, it stated the banking information would only be provided once the evidence on suspected individual being engaged in tax evasion is received. 

The Swiss Bankers Association regretted the listing of Switzerland in the gray area. Nevertheless, it was stated Swiss Bankers Association would be supporting the Swiss Cabinet in the upcoming negotiations for tax treaties with other countries. Liechtenstein government has also declared it would accept the OECD standards.

Matti Kohonen from the London-based Tax Justice Network welcomed the actions of the G-20 regarding rooting out tax havens, and stated there have already been a number of tax havens who signed up to new banking agreements with the aim of avoiding listing as uncooperative in the two weeks leading up to the G-20 meeting in London.
