Romanian solution for stopping Ebay fraud

Today the problem of fraud on websites like Ebay is very important and one of ECJ freelancer has an idea how to stop it.

       The problem 

       The main problem on Ebay is fraud. Why? Because of the system. This is a common practice in my country, there are a lot of people that live only from this, even if is 100% illegal. What do they do? 

They post fake ads on Ebay using a cloned credit card, or even their own credit card ,  offering lot of good articles at lower prices than the rest of the market. Like original sport shoes at 50$ the pair, or electronic products. Some of them even sell motorcycles or cars. The one that wins the bid pays the sum  and wits for the product to be delivered. But the scammers don't send anything in return, or send package boxes full of paper or even soil! Mostly of the cases the buyers are from USA or other far country, and the sellers are from almost anonymous towns in Romania. But this is done all over the world.

       The solution 

       The solution is somewhat simple, but efficient. 

The one that pays for the product send the money to Ebay center. The one that sells will send the package to Ebay center. Here they will check  the package if it contains what was sold and If everything is ok will send the package further to the buyer and the money to the seller. The extra costs will be integrated in a fee, because they have to repackage and re-send it.

If the package is not containing the right thing, the money should be returned to the payer.

But I think the extra cost won't mean anything If we talk about a product value of over 100$. The main problem is security, and this would be sold. In fact, Ebay center would act as a railway station , a check-point between the seller and the buyer.

I think this will stop more than 90% of the scams made on Ebay, and this can be applied  to any web store like ebay.
